ChinahasurgedtheUnitedStatestorescinditsunilateraltariffmeasuresimposedontradingpartners,andsaiditwouldkeepacloseeyeonany"alternativemeasures"adoptedbyWashingtontosustainheftyduties,theMinistryofCommercesaidonMonday.
WhileChinaremainscommittedtoworkingwiththeUSformutualbenefitandthestabilityoftheglobaleconomy,officialsandanalystssaidthatBeijingwilltakefirmcountermeasuresshouldWashingtontakeanyactionthatinfringesuponitsinterests.
TheircommentscameaftertheUSSupremeCourtscrambledthetradelandscapeonFridaybystrikingdownsweepingtariffsproposedbyUSPresidentDonaldTrump.
However,hoursaftertheruling,Trumpvowedthetariffswouldquicklybereimposedinotherforms,announcingplansforanew10percent"globaltariff"underSection122oftheTradeActof1974,whichhelaterraisedto15percent.
PriortotheUSSupremeCourt'sdecision,UStariffsonChineseimportscomprisedfivelayers—2.5percentmost-favored-nationtariffs,8.4percentSection301tariffs,11percentSection232tariffs,10percentfentanyltariffsand5.1percent"reciprocal"tariffs—totaling37percent,accordingtocalculationsbyGuoshengSecurities,aState-ownedenterpriseheadquarteredinNanchang,thecapitalofJiangxiprovince.
TheSupremeCourtrulinginvalidatesthefentanyltariffsandthe"reciprocal"tariffsonChina,cuttingthebaselinerateto21.9percent.Buttheadditionofthenew15percent"globaltariff"againpushesupthecompositeratetoabout28.6percent,GuoshengSecuritiesnoted.
Chinaisconducting"acomprehensiveassessment"ofthecontentandimplicationsofthecourtruling,aspokespersonfortheChineseCommerceMinistrysaidonMonday,stressingthatChinahasconsistentlyopposedallformsofunilateraltariffmeasures.
ThespokespersonnotedthattheUS'unilateralactions,includingtheso-called"reciprocal"tariffsandfentanyltariffs,notonlyviolateinternationaltraderulesbutalsocontraveneUSdomesticlawandservetheinterestsofnoparty.
"WehavealsonotedthattheUSisreportedlypreparingalternativemeasures,suchastradeinvestigations,tomaintaintariffsontradingpartners,"thespokespersonsaid."Chinawillcloselymonitorthesituationandtakefirmactionstosafeguarditslegitimateinterests.
"FactshaveshownthatbothChinaandtheUSstandtobenefitfromcooperationandlosefromconfrontation,"thespokespersonadded.
RelationsbetweenChinaandtheUS,afterexperiencingseveralupsanddownsandmultipleroundsoftradetalksoverthepastyear,achievedan"overalldynamicstability",asdescribedbyChineseForeignMinisterWangYi.FollowingthelatesttradeconsultationsinMalaysiainOctober,thetwocountriesagreedtoextendtheirtarifftruceforoneyear.
LuoZhiheng,chiefeconomistandheadoftheresearchinstituteatYuekaiSecurities,said,"TheUSstillretainsrelativelyhightariffsonChina,anditseffortstocontainChinainhigh-techsectorsremainunabated."

XiongYuan,chiefeconomistatGuoshengSecurities,pointedtofundamentalconstraintsthatrenderSection122unsuitableasalong-termtariffmechanism.Thestatuteimposesahard150-daytimelimitonanydutiesimposed,expiringinlateJulyunlessextendedbyanactoftheUSCongress.
TheTrumpadministration'sinvocationofSection122islikelytoserveasonlyaninterimmeasure,withXionganticipatingamidtermpivotbacktothemoredurablelegalframeworksofSections301and232.
SeanStein,presidentoftheUS-ChinaBusinessCouncil,saidhehopesthatfuturetradetalkscanmovebeyondtariffs,taxratesandexportcontrolstoexplorehowthetwoeconomiescancooperatemoreeffectively,enablingcompaniesfrombothcountriestobettercompeteandoperateineachother'smarkets.
"TheUSandChinaaretheworld'stwolargest,mosttechnologicallyadvancedandmostdynamiceconomies.Therearealotofthingsthatweneedtogetrightontheeconomicfront,"Steinsaid.
